    Abstract. Article is devoted to problems of structuring state created history taking into account variety social, political, forms, various speed of a political genesis. Problems of allocation of development stages of the political organizations (statehood) taking into account uncertainty of the general units of the analysis, terms and concepts of rather various paradigms of structuring and a periodization of history are considered.     The Flying Car – Challenges and Strategies towards Future Adoption

    In recent years, our surface transportation infrastructure is suffering from overuse, extreme traffic congestion, and roadway disrepair. Instead of following the traditional infrastructure expansion policy, current transportation research focuses on developing innovative and novel solutions to the aforementioned issues. Current pathways to overcoming these issues include the gradual transition towards a number of emerging transportation technologies, such as, autonomous motor vehicles for human transport, as well as unmanned aerial vehicles (UAV’s) and "drone" technologies for surveillance, and package deliveries. However, as a long-term solution, transportation scientists are also investigating the once-seemingly futuristic notion of flying car technology - a convergent form of ground/air vehicle transportation, and assessing associated regulations. In this paper, an extensive review of current literature is conducted to explore the technological capabilities of flying cars – each requiring appropriate regulations and governance – to become fully sustainable. Specifically, issues pertinent to training, safety, environment, navigation, infrastructure, logistics/sustainability, and cybersecurity and human factors are explored. This paper concludes with a preliminary quantitative analysis exploring the public perceptions associated with flying cars – including anticipated benefits, concerns, and willingness to both hire and acquire the technology once available to consumers. Insights offered by this data will help inform next-generation policies and standards associated with the gradual advancement of flying cars

    Risk management in a systems view of intermodal facility investment under uncertainty in freight commodity flow

    This study proposes a mixed integer dynamic capacitated intermodal facility location model that incorporates downside risk to determine a system level strategic intermodal facility investment plan in a region under uncertainty in freight commodity flow. Downside risk, which is associated here with the failure to achieve a desired target revenue for an intermodal facility (port or terminal), is incorporated in the model to capture the impact of the risk associated with the uncertainty in the commodity flow. The allowed system level downside risk is a parameter determined by the decision-maker, and a low value for it implies a lesser tolerance of risk. The downside risk analysis entails identifying the set of intermodal facility investment plans that represents tradeoffs between two objectives: expected system costs minimization and risk reduction associated with uncertainty in commodity flows. A scenario-based solution approach is used to characterize that uncertainty based on different estimates of future international trade and different emerging infrastructure projects that impact the commodity flows. Numerical experiments using the U.S. national level data demonstrate the potential applicability of the proposed model in assisting the strategic intermodal facility investment decision-making process. The downside risk analysis reveals that investing in intermodal terminals is preferable to investing in ports when low system level downside risk is allowed, and vice versa when high system level downside risk is allowed. The expected system costs increases with lower allowed system level downside risk because fewer investment plans for intermodal facilities are feasible under it, reducing the flexibility in commodity flow distribution. Also, the cost variance increases with lower allowed system level downside risk because commodity flows under different estimates of future international trade need to be allocated to the same capacity of intermodal facilities. The proposed methodology can provide a holistic view of the tradeoffs of strategic intermodal investment at the national level to aid policy development, and assist in the strategic investment decision-making process of individual facility operators by factoring commodity flow uncertainty

    Impacts of Pokémon GO on route and mode choice decisions: exploring the potential for integrating augmented reality, gamification, and social components in mobile apps to influence travel decisions

    This study aims to understand the impacts of Pokémon GO, a popular location-based augmented reality (AR) mobile gaming app, on route and mode choices. Pokémon GO leverages AR to introduce virtual objects at fixed and dynamic locations that translate through the app interface to incentives in the real world that potentially influence users’ route and mode choices. Its gaming nature and social components can possibly enhance long-term user engagement through applying the characteristics of game elements and providing opportunities for competition, collaboration, companionship, and social reinforcement. An online survey is conducted to collect the self-reported behavior of a group of Pokémon GO users to explore its impacts on the following aspects of travel behavior: (1) the frequency of changing the route to interact with virtual objects; (2) the likelihood of carpooling more instead of driving alone for more in-app collaboration; and (3) the likelihood of shifting mode from drive alone to public transit, walking, and cycling if provided with additional incentives. The ordered survey responses including frequency and likelihood are analyzed using random parameters ordered probit models to account for the unobserved heterogeneity across users and identify subpopulations of travelers who are more susceptible to the influence of Pokémon GO. The modeling results identify four types of variables (attitude and perceptions related to Pokémon GO, app engagement, play style, and sociodemographic characteristics) that affect users’ travel behavior. The results illustrate that such apps with integrated AR, gamification, and social components can be used by policymakers to influence various aspects of travel behavior. The study findings and insights can provide valuable feedback to system operators for designing such apps to dynamically manage traffic in real-time and promote long-term sustainable mode shifts
